anyway to resolve the key issues, like, for example, how many wealthy families will pay more under president obama's plan? there are inheritance tax issues and the unemployment benefits being kept up. president obama particularly wanted that to go into this bill so that anybody who needed unemployment checks would get them. according to this latest source, even that is up in the air. it's 2:00 in the afternoon and if they're going to get this done, they'd have had to have had something on the table by 3:00 so that the senate could vote on to -- it today and pass it on to the house monday the how often do we see this when dealing with congressional issues? time is running out rapidly. >> should the wort happen and america effectively goes over the fiscal cliff, what will be the effects on the u.s. and, of course, the rest of the world? >> well, economists tell us -- tell us that if the u.s. goes over the fiscal cliff, just another word for a been crisis, by the way, just a budget crisis, really, economists tell us that if the fiscal cliff kicks in and all those tax increases happen

a simpler, fairer tax code that will help our economy grow. president obama, however, has a different view, so we're forced to find common ground, and in this case that means extending the tax rates that we can to help as many americans as possible avoid higher taxes. we also need to fully address sequestration. sequestration involves automatic spending cuts. those spending cuts hit the military disproportionately, and i believe they need to be revised, but the pressure to do that kicks in after january 1, and i believe that that pressure will serve as a catalyst for congress to come up with and pass better alternatives. also, we must address the debt ceiling, and it must be addressed in a way that reduces spending. we have no choice. we're borrowing 40 cents of every dollar that we spend, and that is simply not sustainable. but again, we have got to break the current logjam, and if we can't get all of these things done in one package, then let's get started with what we can do. let's get this tax piece done for as many working taxpayers as possible and immediately move on to the next task

as confident as i was 24 hours ago, but, you know, as you and i have talked about many times, there's some deep philosophical disagreements here about taxes, about how much the government should be spending. i listened to the gentleman who said president obama won the election so he should get his way, but the republicans say, look, we won the house. i do want to see a deal done. and by the way, i don't want to see taxes go up, ali. you know that. i think it's bad for the economy -- >> but you also generally agree if there was going to be a deal, they're going to go up on some people. >> yeah. look, taxes are probably going to go up on the rich because president obama did -- you know, he went around the country saying if he was re-elected, that's what he would do. but, you know, as i told you many times, even if we don't get a deal here in the next 24 hours, this is not thelma and louise. this is a slope, not a cliff that's going to cause a crash in the economy. i do think it looks bad for the country. it's beneath us to go into this new year not knowing what the tax code is going to look like,

at mike into i obama -- >>> obama care is set to go into affect in 2014. it is not surprising some governors chose to run health insurance exchanges under the president's controversial reform law. but what is surprising is how many. 25 states, half of the country , are saying, sorry mr. president. we will not help you enforce this flawed piece of legislation. one of the governors saying that is nathan diel who joins us now. it is a pleasure to have you here. >> thank you, mike. >> this is kind of surprising that 25 states, half of the states in this country, have said they will not set up their own exchanges. what was it that you said i can't do this for georgia. it is just not going to help us. what was the deciding point? >> the biggest deciding factor was we couldn't get answers to questions that we felt were essential. the republican governors wrote a letter in july to the secretary of hhs asking very specific questions, things we needed to know and in order to be able to decide whether or not to implement these exchanges at the state level. we basically got few answers if any.

. >> you know, michael, i have been watching, too, last hour or so. many republican freak-out, whatever you want to call it. i think it raises the question does it make it harder for republicans to go with the deal and probably necessary for obama to do that for confidence among democrats that that is deal worth getting behind because i was hearing griping and still am about obama giving aaway too much and almost had to do that, i feel. one of the reasons democrats are pessimistic about this is debt ceiling doesn't look like it's a part of this. we came in to the negotiations with obama saying we are going to get a permanent fix to this -- permanent end to the brinksmanship in the deal and now a two-year end and now no deal and democrats say obama just defacto negotiated and the republicans know it and we have a crisis on the hands a month from now. >> well, we will have another crisis on the hands a month from now and back here staying up in the capitol late trying to figure out what the deal is. the president said today that if it comes down to that, it's not just spending cuts but there

[applause] >> then name. . . . . 47% and barack obama claimed to guns and religion. what was the coverage like? >> in fact this morning i ran the 47% and i asked two questions. one is how much debt the does it get and how many media outlets cover the story and what is the shelf life? does it last a day a week or a month? they were short. maybe a three week kind of peak. romney to 47% we still haven't seen the end of that obviously but it's been about a month now. the story is dropoff but they get dragged back in either by opponents were dragged in by the defense and i am sure they come out of the presidential debates and wondered if obama will ask a question about that. the issue is in my mind which of these gaps are ones we ought to pay attention to? do they represent a true character flaw and do they represent an incapacity to act in a way that we would like or are they just -- we all make mistakes. they have them hanging out in the public and now with the internet and youtube and places like that they are not only discriminated more broadly and quick

it took, you know, president obama and lawmakers until mid-december that year to reach an agreement on many of the same issues. that delayed the opening the tax season until mid-february, which hit about 9 million taxpayers. here's the difference with this now, with the oberto negotiatfi negotiations. we're later in the game, and the impact could be much bigger. the reason it's so frustrating is because congress has been passing these fixes for ages, and both parties will agree to a fix. they will agree to a pact, but until the the broader cliff deal is reached, those tax paris wants to file early to get refunds are out of luck because lawmakers don't want to touch the amt until they fix the fiscal cliff issue. it's actually crazy if you ask me. >> alison, thank you very much. this just in to cnn here. we have breaking news. we understand president obama is going to be addressing the nation from the white house just one hour from now on the fiscal cliff crisis. we're going to bring that to you live as soon as it happens, but we're looking at our watches here, our clocks. about 1:30
